reports; security risks to persist
Reports that the Movement for the Emancipation of the Niger
Delta (MEND) has declared a ceasefire are unlikely to be
correct.
Security risks in the delta are high and foreign personnel are advised to maintain a high level of personal awareness in areas near government buildings, military bases, and state-owned oil facilities and oil export terminals.
