Lagos moves to regulate driving schools

In furtherance of efforts to curtail the incidence of road accidents and ensure effective service delivery, the Lagos State government yesterday announced plans to regulate the operations of all driving schools in the State.

General Manager of the Lagos State Motor Vehicle Administration Agency, Mr Lateef Lawal who disclosed this at the Agency’s Headquarter in Alausa, said a State Standing Committee on accreditation of Driving schools operating in the State has been set up to look into ways to regulate, accredit and re-register all existing driving schools.

According to him, this became necessary owing to their poor operations and the attendant dangers posed to other road users.
He said part of the Committee’s core mandate was to advise the State Government in all matters relating to driving schools operations, monitor all their activities with a view to ensuring strict adherence to laid down rules and regulations in the State; and also to ensure driver’s proficiency and safety on the road.

In addition, Lawal said the Committee is expected to liaise with the Association of Driving Schools Instructors of Nigeria and Association of Certified Driving School owners of Nigeria, which represents driving schools in Lagos State.

He then reeled out the newly adopted operational requirements for all operators of driving schools in the state to include the fact that all driving schools must secure a certificate or license from the State Standing Committee; all driving school instructors shall be accredited or licensed after attending a comprehensive training organize by the Lagos State Drivers Institute (LASDRI) in conjunction with Vehicle Inspection services (VIS) and the Federal Road Safety Corps (FRSC).

Expressing his dismay at the inability of most of the Schools to produce Certificate of Incorporation when requested, the General Manager added that they must ensure that the training vehicles are road worthy and equipped with basic safety tools such as fire extinguisher, first aid box, tool box, certificate of compliance from Fire Service; and more importantly specimen documents/particulars for vehicle.

Lawal informed that at the end of the inspection exercise which commenced earlier this week, a data base of all the accredited Driving Schools would be compiled while some may have to be re-registered and others de-registered.

He said the renewal fees payable by the operators would also be enforced by the State Government.
Lawal also noted that henceforth any new applicant for Driver’s license must pass through accredited driving schools.
